Vital Registration System in Several Countries


Abstract
The purpose of the study is to look at other countries¢¥ systems and to compare them with our system.
Israel : The vital registration system is in charge of Central Bureau of Statistics. When a baby is born, the registration forms of 4 copies are provided to the parents with the person number printed from the hospital. One copy goes to hispital, on to the parents, third to the Population Register Administration in the Ministry of Interior, and the fourth to the National Health Insurance Institute. The registration should be done within 30 days. The death registration should be done within 48 hours with the death certificate issued by the doctor who had seen the dead. Four copies should be provided. One copy goes to the issuer, second to get a burial permit, third to the Population Register Administration, the last to the hospital. Of there is any inaccuracy in the cause of death, then the authority inquries the doctor for complete information
France: The INSEE (National institute of Vital and Economic Statistics) is in charge of the vital registration system in France. The INSEE has 18 regional offices to collect vital statistics. All the vital events including births and deaths are reported to the regional offices through regional administrative authority. The death certificate is sent to INSERM(National Insuitute of Health any Medical Reseaches) through local health centers. The health centers study any outbreak of infectious diseases in the area. The INSERM classifies the cause of death according to the ICD coding scheme, then send the information to the INSEE. All the birth should be reported within 3 days, and deaths within 24 hours.
England : The Office of Population Census and Surveys(OPCS) is in charge of the vital registration system. The OPCS has 1,016 registrar offices throughout the country. All the vital events should be reported to the registrar offices. Birth shold be reported within 42 days, and death within 5 day. All the registration document send to the OPCD and the OPCS process the data. All the hospitals are responsible of reporting all the deliveries to the local registrar office. After the birth registration is done, the baby can join the National Health Service. When the death registration in done, the burial permit is issued.
Canada: All vital events are reported to the government of Provinces and Territories. Statistics Canada is responsible to collect the registration from all the government. The problem lies in that each Province and Territory do not have a consistent reporting system. Statistics Canada
